Level 1 to Level 2: Submit 3 Deviations.
Level 2 to Level 3: Submit 5 Deviations.
Level 3 to Level 4: Submit 7 Deviations.
Level 4 to Co-Owner: Submit 9 Deviations + 1 ID.
